I’m not sure what the maximum size of a webpage that doesn’t scroll should be. Firefox, Safari, Opera and Explorer’s screen size all seem different. On top of this a screen filling page looks small on monitors with higher resolution. What the largest non-scrolling size for the average monitor and browser?

It's not the size of the browser screen but the size of the monitor resolution, primarily.
Browsers do have somewhat different "surface areas" but really not by much. Another factor to take into consideration is if one browser is more "zoomed" in or out more than the others.
I believe 800x600 should cover all browsers just fine. Just be sure to center your content both vertically and horizontally, and that you have a background color/graphic that spans ALL of the background, not just a pre-determined range.
For larger sizes, you can try 1024x768. You can only get away with this because flat panel monitors, which are becoming far more common, are usually starting at this resolution.
Anything higher than that would appear as "too big" for the lowest-common-denominator monitors, so for everyone but users of the newest monitors (and newest laptops) they'd have way too much scrolling to do.
